Response of the Future Development of Main Building by Prof John Malpas, Pro-Vice-Chancellor

First of all, I would like to express my gratitude to those students, staff and alumni who attended the first two consultation sessions on the future use of the Main Building on April 18 and April 19. In order to allow more members of the HKU Family to take part in the discussion, the last session will be held on Saturday morning, May 5, 2012. As in the previous sessions, Professor Bernard Lim, a HKU alumnus and also a renowned architect and public engagement expert, will moderate the forum.

I would like to take this opportunity to clarify some misconceptions about the future use of the building and also this consultation exercise.

Let me start with the current uses of the Main Building. In terms of floor area, 50% is now used for offices and 25% is for classrooms. The Loke Yew Hall and Convocation Room, which host numerous events for the University and are available for student use, constitute about 15%. This means that, while this iconic building of the University is open to everyone, it is not being actively used by the HKU Family other than those who have classes or attend events, or those who have offices there.

In planning the future use of the building, the key principle is that it should remain the “Public Face of the University”. We have identified five potentially compatible uses including facilities which are student-related, alumni-related, administration-related, public-related and staff-related. We also need to realize that, as a Declared Monument, modifications to the Main Building are subject to numerous constraints and the approval of a number of government departments and statutory bodies is necessary. This process could be quite protracted.

The renovation works of this 100-year old building will be costly and will take a number of years to complete. Last year, in order to explore the possibility of obtaining public funds, the University submitted a preliminary Technical Feasibility Study to the University Grants Committee and sought the comments of various government departments. This involved the necessary submission of potential uses for the building. However, I would like to re-iterate that no final decision of the use has been made. We are all very aware of the concerns and views of members of the University community and have arranged the consultation sessions as a consequence. After collecting the wide variety of views, the Accommodation Committee will prepare a draft plan of the building’s future use, which will be discussed and decided by the Senior Management Team of the University.
